Santiago Munevar Salazar Fundación Novagob Mexico

Senior monitoring, evaluation, and learning (MEL) specialist with experience in the public sector, civil society organizations, and international cooperation. He has led or participated in more than 40 design, implementation, and results evaluations, and the development of MEL systems for organizations including USAID Mexico, USDOL, Fundación Avina, UNDP Mexico, Oxfam Mexico, GIZ, UNHCR, CIDE, Habitat for Humanity, Transparency International, Hispanics in Philanthropy, ProDESC, and multiple Mexican state governments.

He has served as Senior MEL Specialist for USAID Mexico (through IBTCI) and USDOL (through the American Institutes for Research), worked at the National Council for the Evaluation of Social Development Policy (CONEVAL) in Mexico, and consulted for Cívicus, Consultores en Gestión Pública y Social. Currently, he is Associate Researcher at Fundación Novagob Mexico. At AIR, he directed the Equity and Cash Transfers in Brazil, Colombia, and Mexico project, which analyzed exclusion errors in social programs and generated recommendations for governments.

Santiago holds a Master’s degree in Urban Studies from El Colegio de México and a Bachelor’s in Political Science from Sciences Po Paris. He is also co-author of the Manual for Evaluating Civil Society Organization Programs, prepared for UNDP Mexico and Nacional Monte de Piedad.
